This outfit was something Toby casually put together when he "debuted" to cover up his identity, so as to avoid being exposed and retaliated against by the outlaws in Hell's Kitchen.
The second thing is the major upgrade. Not only has it been changed from a patchwork of different materials to a pure black one-piece tight-fitting suit, but the material has also been greatly upgraded, from ordinary fabric to elastic spandex fiber.
